To begin the new online NJSP Firearms Application and Registration System (F.A.R.S.) you will need to click here:

Application for Firearms Purchaser Identification Card and/or Handgun Purchase Permit

Please ensure that the East Rutherford Borough ORI number is correct on the form and all information provided. If an incorrect ORI number is entered on the form, you will NOT receive a firearms ID card or a permit to purchase. You will then have to re-apply using the correct ORI Number and pay for the process again. A refund cannot be issued

The East Rutherford Police Department ORI NUMBER to be used by East Rutherford Borough residents ONLY is: NJ0021200 

If you have never been fingerprinted before for firearms purposes, you will need to go for fingerprinting with the Universal Fingerprint form that will be generated after successful submission of this form. However, if you have been fingerprinted before for firearm purposes, upon completion of this form and payment, you would have completed both the S.T.S 033 and 212A requirements. 

Actual fingerprinting takes place through IndentoGo (Morpho Trust). 

**You will be receiving automated email updates throughout the new process.**

Notify your references that the F.A.R.S. system will email them the reference questions to be answered. Your references will be able to complete the questions using a smartphone/tablet or computer. Please advise them to complete the questions immediately to progress your background investigation.

Payment for your Firearms Identification Card and Pistol Permit(s) whichever you have selected will be collected at the time of pick up. Please see below traditional process for more information regarding fees.

Those applying should anticipate the process taking approximately 30 business days from the date all of the information is received by our department which includes but not limited to mental health checks, reference responses, fingerprint responses, etc. not the date of the application submission.

Firearms ID / Purchase Application Fees
 

$50 for the Firearms Identification Card.

This one-time fee is payable to the East Rutherford Police Department and may be either a check or money order. The ID card is good for as long as you remain eligible to own a firearm in the State of New Jersey and reside at the same address.

$25 for each handgun permit.

You will need one permit for each handgun you wish to purchase.

Note: We can only accept payment in check, or money order. Please make payment out to the "Borough of East Rutherford".


Applying for a Permit to Carry a Handgun

 

All Permit to Carry applications are processed through the New Jersey State Police Concealed Carry Permits online portal. Paper applications will NOT be accepted.

Training and knowledge requirements:

STEP 1: Visit this website: https://www.njportal.com/NJSP/ConcealedCarry/ and carefully read the “Service Information” prior to starting your application. East Rutherford residents must apply with the East Rutherford Police Department ORI number,  NJ0021200. If you are not an East Rutherford resident you must apply in your local jurisdiction, unless the applicant:

  1. Is an out-of-state resident without proof of dual residency
  2. Is a prosecutor, judge, or member of the Office of the Attorney General
  3. Is an employee of an armored car company; or
  4. Is a Mayor or other elected member of the municipal governing body.

If any of the above exceptions apply, the applicant must submit the application to the nearest non-toll road New Jersey State Police Barracks. NJSP requests you contact the barracks prior to submission of your application.

STEP 2: Complete the online application.

  • Upload a passport style photo capturing your entire face, from the shoulders to the top of your head, with a neutral expression, against a neutral background. A photo of a photo, a passport, or a driver license or any other photo that does not conform will be subject to disapproval.
  • Upload a completed New Jersey Permit to Carry Safe Handling and Proficiency in the Use of Handguns Certification. The training must be completed prior to application. Any application that does not include this required form will be subject to disapproval.
  • Enter the handgun information for all handguns you intend to carry with this permit. If you are filing a renewal application, you only need to enter any new handguns you will be carrying since you last applied/renewed your Permit to Carry a Handgun.
  • Complete form SP-066 (Consent for Mental Health Records) if you resided outside of New Jersey within the prior ten years of the date of application. You must either upload the completed form to your application or submit it to the East Rutherford Police Department after your online application is submitted. The form must be completely and correctly filled out or your application will be subject to disapproval.
  • References: Four (4) reputable persons who are NOT related by blood or law, and have known you for at least three (3) years prior to the date of application.

STEP 3: Respond to the East Rutherford Police Department with the following:

PAYMENT. Application will NOT be processed without payment. One (1) check or money order with your name and address, in the amount of $150.00 payable to “Borough of East Rutherford,” and “CARRY PERMIT” on the memo line. All fees are NONREFUNDABLE and NON-TRANSFERABLE.

Consent for Mental Health Records (if you did not submit it online at the time of application)

Additional Information:

If your application is disapproved, you will be notified by email through the portal, and the Chief of Police will mail a certified letter to the application address.

If your application is approved, you will be notified by email through the portal. East Rutherford Police will not provide a physical copy of the Permit to Carry.

If your Permit to Carry was approved with handguns listed on the back of it, you are only permitted to carry those handguns. To remove handguns listed on a Permit to Carry issued by Superior Court, the holder must re-apply and go through the entire approval process again.

A Permit to Carry digitally issued by the police department will not list firearms on the back of the permit.

A Permit to Carry is strictly limited to concealed carry, incidental exposure of the handgun is not a violation of the law.

If you wish to carry a handgun you did not indicate on your approved digital portal application or purchased after your application was approved, you must complete the PTC Additional Handguns Intended to be Carried form and submit it to the East Rutherford Police Department.
